"Tipped employee's" should not be possible. Tips should be beyond what minimum wage is and the server should get the base. Never let greedy Americans determine a tip.

This is a loophole that allows the business to cut costs by letting the customers evaluate the workers instead of the boss. When the greedy have a chance to be greedy......they find a reason to be greedy.
