There are lots of Russia hating counties that would use this ruling as an excuse to arrest Putin, and Russia is a more free and lawful country than America is now.

Recall that when Putin went to Saudi Arabia he flew the whole way with Russian fighter escort....the entire reason was that there was a real possibility of his plane being forced down by the West and he arrested.
