that does not say that congress can OWN the property. All 50 states belong to the US, which is we the people. the federal government is not an entity of 'we the people'

It gives Congress the power to make laws in regards to federal ownership of land. New laws. It leaves open the future ownership of land by the Feds.

Sorry, when Nevada was created in 1864, the constitution of Nevada contained a clause in which all land federally owned at that time would remain federally owned until ceded to the state by Congress (which has never happened.)

Congress had the right to make this contract legally because of this constitutional clause;

Even this isn't true, there are legal means specified in the constitution for federal ownership of property.
