This is Appalachia. Note that about two-thirds of it isn't in the South.
Therefore, to flippantly call someone a "carpet bagger" on the basis of the Appalachian region of the US is to say they don't know what that region is and are simply using a somewhat obscure term to smear a politician they don't like.
