Socialism is a form of economy, not a type of government. It comes in three major forms: fascism, communism, and slavery. All forms of socialism are based on theft.
That said, governments LIKE socialism because it gives them more power.
Fascism is government manipulation of markets. Examples are the EPA, the CPSC, the FCC, etc. These agencies are based on dictating to you what car you can buy, what light bulb you can buy, what drink you can buy, what form of energy you can buy, what kind of stove you can buy, where you are allowed to drill for oil, etc.
Communism is government ownership of markets. Examples are the Federal Reserve and various State transit authorities. These agencies are based on total ownership of the money supply, and total ownership of transit systems (no private transit systems allowed).
Slavery is ownership of labor. This can only really happen with government sanction.
The opposite of socialism is capitalism, which is the voluntary production of products and services for voluntary sale at the agreed upon price.
Since all forms of socialism are based on theft, it cannot exist without capitalism (the only way to create wealth), to steal from.
The Germans became stalled in WW2 because they ran out of places to steal from (the were funding their war machine via theft of conquered territories). The communism in the USSR collapsed because it ran out places to steal from.
Socialism is not sustainable for this reason.
Capitalism, however, IS. Capitalism requires no government at all to function. Governments are formed to protect capitalism from theft, but often become the thief in the end.
Both socialism and capitalism exist in every nation. Socialism prevails in nations that tend to be oligarchies or dictatorships (monarchy), since most people don't like their wealth stolen from them.
In this regard, you reference to Joe Biden is appropriate. Joe Biden, although a puppet, is taking orders from Obama (effectively running a '3rd term'). The Democrats don't want a republic (government by law, or a constitution). They don't want a democracy either (government by popular vote). They want an oligarchy or dictatorship which they call 'democracy' (only THEY, the Elite, get to vote!). Yes...they want socialism, and are trying to expand it like any tyrant.
