Why didn't he just tell the plumber about the tax breaks?He IS talking about prosperity, and in the context of his overall philosophy on the economy - which he talks about all the time - he's talking about the failed policy of "trickle down", and building the economy from the bottom up.
In real terms, he's talking about no tax hike & tax breaks for everyone under $250K, which very likely encompasses about 95% of that plumber's customer base. When people get tax breaks & have disposable income, they tend to do things like renovate bathrooms & kitchens, and add additions to their houses. Ergo, the plumber gets more work, and the amount that he would be paying as an over $250K taxpayer would be offset in a big way by the extra business he will generate.
