An unlocked door is not a defense to trespassing, having an accomplice is not a defense to trespassing.

You should be able to visit the public building whenever you wish, and not be able to look through private files.

I can understand sectioning off private offices and areas of national security, but the buildings are public buildings. Do you know what the word "public" means?
