Without approval from Congressional leaders, he couldn't send them to the Capitol. It's that 'separation of powers' thing. Trump did offer to call them up days before the rally, but both Pelosi and Schumer refused the offer. Try again.

No, established fact. There is no governor of DC, so President is only one authorized to call National Guard.
On May 3rd, 2020, a Minneapolis police precinct was burned down, and the president did nothing. That president just hid in his bedroom, naked except for his diaper. For days he refused to consult with his advisers.
That president was not President Biden. President Biden was not President until January of 2021. The president that did nothing was trump.
Biden did as much as a private citizen can do, but it is true it took him months to act as President. He had to get elected first, which happened months later.
