If you vote , you would know you are assigned a precinct to vote in. If you're not in the precinct book, you are not allowed to vote. You cannot vote going from precinct to precinct. He is absolutely wrong and not an American. If he voted here, he would not say something that stupid.

Nope, ONLY with voting - it's almost as if you don't want to be able to confirm who is voting - but that would be fraud and you Nazis would never rig elections.....

That's not even close to true.

First off, if a voter casts a ballot outside of their precinct, it is provisional.

But the famous "bus tours" from 1990 through 2016 were based on proxy voting. Here in California, the indigent were given crack to ride around in a bus and vote under different names at different precincts. No voter ID, so anyone can walk up and sign the book. The democrats had lists of inactive registrations, the dead and those who have moved. I personally saw a Hispanic man walk up to a precinct worker in Yorba Linda and declare "Mi nombre es Chang Yuan, si votar aqui?" - No challenge made, sign the book, vote for the democrats, get back on the bus.

But the Wuhan Designer Virus® changed that. The logistics of arranging buses, and crack, limited the depth of fraud democrats could engage in. 2020 brought unregulated and unverified mail-in voting - the flood gates opened and every single invalid registration in the nation voted for Joe Biden. No need for buses or crack, just a cheap PC and democrats could crank out mail in ballots by the millions - and you did.

If the Licensing office cannot apply the appropriate exclusions because 'what it... what if... what if', then no use of drivers or any ID are immune to all the What If's and thus no one should be able to vote with any form of an ID at all.
