Washington, DC: At a 2004 appearance at Northwestern University by Democratic presidential candidate Senator Barack Obama, calls for the federal decriminalization of marijuana, was posted online today by The Washington Times. In that appearance, Obama states, "I think the war on drugs has been a failure, and I think we need to rethink and decriminalize our marijuana laws." Obama continued, saying that while he supported decriminalization, he did not support the full legalization of marijuana.
In contrast, Senator Obama appeared to oppose decriminalization in a 2007 Democratic primary debate when MSNBC moderator Tim Russert asked candidates who opposed then-candidate Senator Chris Dodd’s support of decriminalization to raise their hands. In the video, Senator Obama is seen hesitantly raising his hand halfway before quickly lowering it again.
When asked about the two different answers, Senator Obama’s campaign stated that he has "always" supported decriminalization, and that Obama misunderstood the question when he raised his hand in the debate. In that same statement, Obama’s campaign reiterated the Senator’s opposition to full legalization, but said that an Obama administration "will review drug sentences to see where we can be smarter on crime and reduce the blind and counterproductive sentencing of non-violent offenders."
"It appears Senator Obama, alone among the major candidates for the presidency, has the courage to state the obvious: it is time that we stopped treating responsible marijuana smokers like criminals," said NORML Executive Director Allen St. Pierre. "According to a recent CNN/Time Warner poll, 76% of the American people agree with Senator Obama, as well as the 48 million Americans who smoked marijuana last year."

Part of the appeal and REASON why many people, especially young people, went to the polls and voted for Obama was because he appeared to offer a saner approach to drug laws and the failed war on drugs and non-white people. That was part of his planned appeal.

Despite Terrible Record on Medical Marijuana, Obama Cynically Tries to Appeal to Pot Smokers
President Obama needs young people to turn out to vote for him if he is going to win this November. He also must know by now, since it dominated every online forum geared to younger voters, that one issue young people really care about is reforming our destructive marijuana laws. Yet instead of actually using his powers as President to improve the situation to appeal to these voters, he instead just made a web video with Harold and Kumar. The video heavily implied that the famous duo had recently been smoking pot.
The video might be funny if it was not so appallingly cynical. Despite the “being cool” image Obama is trying to sell with this video, when it comes to marijuana policy, he is the worst recent president; Obama is worse than Clinton or Bush on medical marijuana.
The Obama administration has waged an aggressive multi-agency war on medical marijuana. Under Obama agencies including DEA, IRS, ATF and DOJ have harassed patients, raided dispensaries and even openly threatened public employees to impede their state’s medical marijuana program.
If Obama actually wants to appeal to voters who care about marijuana, instead of appearing in a stupid video, maybe he should try simply being less horrible on the issue. For example Obama could take up the petition several governors have signed to have marijuana rescheduled. At a bare minimum Obama could publicly endorse the idea of medical marijuana. This would be a real symbolic move that should carry zero political risk, since 81 percent of Americans already support medical marijuana.
It would be remarkably easy for Obama to take actions that would prove he would at least be less awful than Mitt Romney on the issue of marijuana, but so far his administration’s behavior has been so bad Obama has failed to even clear that low bar.
