The simple fact is that Bush was not preferable on this issue to either Clinton or Obama. Neither was Romney. That's not to say Obama and Clinton were preferable. They all sucked and continue to suck.
Remember, it was the Bush administration that prosecuted the case in Gonzales v Raich and along with Scalia the hut, eviscerated any argument limiting the commerce clause's reach.
