You've just made the mistake of basing your decision on the sunk cost. If they are a sunk cost, then it does not matter if we use them or not. We won't recover the costs by using the missile. That's the point, one should not consider sunk costs in making a decision.
However, we are likely to replace these and will incur a future cost. I am not so sure that any military expense should be considered a sunk cost since we assume that the protection we gain has value.
Cruise missiles have a shelf life of about 30 years. Do you have anything to suggest that these were old missiles?

1. The strike did not take out the chemical weapons Assad used on his people. Those are still stockpiled and ready to be used again.
2. Putin was told by the American military that the strike was coming.
3.Putin, in turn told the Syrians that the strike was coming...there wasn't any surprise.
4. The planes hit were ancient and will be quickly replaced by new Russian bombers.
5. The airfield was not very damaged, the 1000 pound bombs did not crater the runways, planes are taking off an landing there , right now.
Putin allowed Trump to make this grandstand play so the American people would become distracted from the investigation and his orange puppet could regain some political capital...( that worked obviously). Trump looks decisive, compassionate and like a tough-guy.
Vlad has called all the plays and he is quite happy with the outcome. His puppets Assad and Trump have done everything he asked them to do. Vlad, Assad and Donald all come out smelling like a rose and no one was hurt except the Syrian people.
This was a "feel good" fireworks display, not any kind of real military action.
Still the only policy the Trump team has in Syria is to do whatever Vlad wants done.

I'm not convinced Putin isn't blowing smoke. Keep in mind nobody has challenged Putin in a decade. So he's in a position where Trump would come off looking like the real strong man if he didn't make some sort of show.
Not that I think we should call his bluff. Let it remain a scuffle then try and get back on track with diplomacy.
And good point about the hangers vs runways: they could rebuild a run way in as little as a week with heavy machinery and concrete. But the hangers had all the maintenance stuff required to keep state of the art military planes in the air. It's much harder to replace than a runway.
Whatever Assad or Putin says, it hurt them.
Where was Hillary in 2013....a much worse chemical attack? It appears that her clairvoyance was on vacation while she was helping Russia purchase weapons grade Uranium. Go figure.

I'm not sure what to make of constitutional arguments about military action and Congress. What I do know is that Congress didn't play a role until its declaration of war in 1812. Washington raised an army to putdown the Whiskey Rebellion, Adams waged a naval war against France, and Jefferson send a Marine expeditionary force into Libya to strike the Barbary Pirates. All three of them were Founding Fathers.
No it wouldn't, it literally takes hours to fix the landing strips. Taking out the radars, etc. and secondary targeting and control was far more effective.

He could have used bombs that would have destroyed the strip in ways that would have taken a lot long than a few hours to fix.

Runway penetration bombs. They bury deeper into the runway and then explode. The resulting damage isn't just a hole, it causes the runway to heave upwards. You can't just patch it, you need heavy equipment to level the area.
I am unsure, but I don't think they can be deployed on cruise missiles though, you'd probably need aircraft.
