I heard on NPR this was to placate some hawks whose votes may be required on other issues but who cant stomach the idea of a single penny being spent of transgender service personell.
Meanwhile the Navy spends much much more on boner pills for erectile disfunction. Seems to me if the distress a man might feel with his inability to salute to the next local working girl is something a Republican can subsidize, much less money for a person who absolutely feels trapped in the wrong gender is medically "necessary" also. Especially as the cost is so trivial in comparison to the 700 billion annual dod budget.
