For starters, treat guns as we do autos, register all of them, regardless of method of sale, a registration that has to be renewed every few years. Make liability insurance mandatory for each weapon. Education and test is required to obtain a necessary license, and that license is also due for renewal every few years.
Will it end mass murders, no, but by adding complications and fiscal responsibility, it does create hurdles to access, guarantee the Waffle House's shooters father wouldn't have kept and giving the guns to the kid if he was paying liability insurance on each weapon
