For millions of Americans the first generation of their family never were naturalized meaning most of us are citizens because we were born here.
To U.S. citizens or to U.S. nationals. Such a child is born under U.S. political jurisdiction.
 
Because the Constitution gives Congress the power to make naturalization law and this is the federal law regulating that policy. An executive order does not override a federal law.

Correct. And current federal naturalization law says a child born in the U. S. is a citizen (except children of diplomats as listed in the law).

Every child in the U. S. is a citizen as specified on their birth certificate. On the standard U. S. birth certificate it asks for the place of birth of the mother and father but not if they are U. S. citizens or if they are legal or illegal immigrants.
