not to be a wise ass but what should Israel do in your opinion? Today rockets were fired into north Israel hitting a retirement home. should they just accept that as part of life in there country? How does Israel stop missiles from being shot at them and suicide bombers from blowing up there markets?

for now the missiles can go over 22miles which is well into the border of Israel. within a year or two they will reach anywhere in the country.
 
And Israel can carpet bomb cities if it likes but at some point, unless it really does fancy it's hand at all-out genocide, it will have to use ground troops. That's when Israeli soldiers die, Israeli populations get pissed, Israeli troops withdraw and Hamas or Hezbollah declare victory with another volley of home-made rockets into Israel.

"International law" is made possible and meaningful only when the country with the biggest guns allows it to be. As soon as its defender loses its place as world superpower, the next great power might not be so inclined toward the idea. All of the idealistic views you like to espouse are made possible by centuries and centuries of war and bloodshed that fought for your right to espouse naive bullshit. It is often the case that Israeli public opinion comes out in favour of "strong action" and if that involves air strikes, etc then that public support tends to hold up. As soon as ground forces are involved support, in virtually any war, will decrease. Given the disaster of Lebanon and the extrication of Israeli troops from the West Bank and Gaza i heavily doubt there is any stomach, amongst the Israelis, to reoccupy that territory.

As an example a recent poll showed a 70% approval rating for air strikes but only 20% supportive of ground assault. The memories of past battles will not go away and a blind retaliation will offer only some kind of "revenge" in the short term and nothing to the Israelis in the medium to long term. Bottom line is they want to stop the rockets and this action is only going to increase the numbers of Israeli dead.
