No, Socialism is the public owns the means of production (in the purest sense of the word). Government can be a democracy or whatever and acts as the board of directors for the companies. They can be voted in or out. In N. Korea the elections are nothing but a sham. Kim Jong Un can't be voted out. The top people in the NK government can't be either. They can throw someone in a labor camp on a whim. Trials are nothing but for show. In Kim says "Off to the gulag with him!" it's off to the gulag. He has absolute power and is above the law. He is a monarch.

He shares the usual traits, one of the more obvious is he is virtually deified as a god. That's very typical of monarchies.

The government does provide funding to build and maintain post roads, as authorized by the Constitution. That includes highways. That is not socialism.

UV light does destroy viruses, including Covid19.
Yes, it's possible to insert such a light into the trachea. There is a company that makes just such a device.

UV light does enter the skin. UV-A light causes cells in basal skin to orient cell pigment over the nucleus, like an umbrella. This is what gives a person a tan. A tan fades away again as cell pigments become more random again.
UV-B light travels deeper into the skin and causes cell disruption and damage. This is what causes sunburn. Most of UV-B light is filtered out by going into creating ozone from oxygen in the atmosphere. This takes place in the lower stratosphere, and is an endothermic reaction, making that one of the coldest temperatures in the atmosphere.
UV-C light travels even deeper into the body and cause rapid disruption of cells, both in the skin and in subcutaneous tissue. This light is VERY dangerous. It it completely filtered out in the upper atmosphere by going into the destruction of ozone into oxygen. This is an exothermic reaction, making the stop of stratosphere warmer. The ozone/oxygen cycle (also known as the Chapman cycle) is why the stratosphere has a temperature inversion, despite the decreasing total thermal energy with altitude.

Internally, UV-A light (which is what this device emits) can potentially cause problems if used at higher intensity, but at the low intensity of this device is perfectly safe and is effective against viruses and bacteria.

I support the use of this device. It can be effective at controlling some of the more dangerous infections such as pneumonia and some really destructive viruses. I do not recommended it against covid19 for that reason. It is not particularly dangerous. Indeed, this seems to be the mildest virus discovered in the SARS/Covid series. The procedure is intrusive, but not as bad as aggressive antibiotics which might be otherwise required.

You CAN buy such a light (there's a model currently on sale at Home Depot) that is effective against viruses and bacteria. It can be used on countertops, desks, or anywhere you want to sterilize. It is sold as a 'cell phone disinfection' light. It's cheaper to simply buy the LED's and make your own. UV-A LEDs are commonplace. Such lights are also used to sterilize hospital equipment and pool water, including hot tub water without the use of chemicals (pools use a transparent tube that the water is pumped through surrounded by such light.
