There was a cash on hand shortage the likes of which we had never seen. In September of 2019, almost every major corporation went technically bankrupt, as they were unable to find cash to pay their taxes. The Federal Reserve had to intervene into the Repo Market with massive amounts of cash. That had never happened before.

The goal was to try to make it just a recession, and not a complete collapse. It was successful, and the economy dropped into a recession in February of 2020. After that, Covid-19 masked other economic problems, but we were definitely in a recession and had severe problems before Covid-19.
