No. Driving is also a right. Rights don't come from the Constitution or any other piece of paper.

It is certainly possible to drive vehicles without federal permission. States MUST issue a drivers license if you can show competence to conform to State driving standards (such as use of traffic lights, lane markings, signage, and generally being able to see where you are going and to maneuver the car in common situations. States do not have a choice in the matter, or they wind up defying their own State constitution. Further, interstate travel is mentioned in the Constitution of the United States (Article I, $8,$10).

You do not need a license of any kind to drive on your own land. Kids as young as 8 learn to drive tractors.

In terms of weapons:
I've seen kids that are pretty skilled with a sword (appropriately sized, of course). Yes...it's a real sword. I've seen kids have to defend themselves with deadly force too. Sad, but true. The right of self defense is inherent. It does not come from a piece of paper.

The federal government does get in the way, illegally, of people driving heavy equipment (such as semi trucks, and also has illegal aspects for marine and aircraft licensing. Nothing in the Constitution of the United States ever gave them that authority.
Example: I knew one kid that was 10 that was a pretty good aircraft pilot. The federal government says you have to be 17. Frankly, this kid was a better pilot than many folks with the license. The kid required a licensed pilot in the right seat to fly, of course, but he did quite well. The safety pilot did not have to intervene at all.

Today, that 10 year old kid has grown up, and is currently flying for United Airlines. One of their best pilots.

Some of the best and most skilled equipment operators I know started out as young kids driving tractors on a farm.
 
A 3 yr old and a 13 yr old in Detroit found their family's guns and shot themselves today. Business as usual in USA.

A 3 yr old found some matches and burned down a house a short time ago. The fire resulted in a death. Business as usual in the USA.

Seriously folks, take better care of your kids. Don't let them stick forks into outlets, play with matches, chew on mystery pills, get hold of loaded guns, drive your car, play with knives or other sharp objects, fall down the stairs, etc. until they are capable of handling themselves.
 
At 13, I was taught to know better.

So was I. I shot my first firearm when I was 12...a .22 rifle. I was taught to respect guns and tell an adult and leave the thing alone if I found one by six.
I was also taught at a young age to not stick forks in electrical outlets and to respect what a match could do.
