Because Switzerland has no extradition laws with the US. That means Switzerland wouldn't deport him back to the US just because he was wanted there. So long as he didn't break Switzerland's laws he could live there in the open without concern that the US would nab him for a trial.

Even if it could be manipulated to do harm? The Constitution was written by men. To err is human. If some laws were manipulated and used in nefarious ways, they absolutely should consider an amendment. The Constitution wasn't written in stone.
Switzerland has an extradition treaty with the USA, but like many extradition treaties, it excluded crimes that are only considered crimes by one party. For instance, we are not going to extradite a Saudi Arabian that converts to Christianity, because it is not a crime to do so in the USA.
Switzerland would have extradited Rich had he committed what they considered fraud. His main crime was trading between Israel and Iran. Even though it did not immediately involve the USA, as a US citizen he could not be involved. He lied to the US Government to avoid being caught for his crime of trading with Iran. Switzerland saw no fraud in this, because none of the parties to the deal were defrauded.
Israel wanted Rich and Pollard(a spy on America for Israel) pardoned. I agree with Clinton's position that Pollard must never be pardoned. American citizens who spy for foreign governments should never be pardoned, it would set a bad precedent. Foreigner spies get pardoned all the time, so I am not that upset with trump pardoning Pollard's handler.
It made sense as a gesture to pardon Rich for Israel. He was acting for Israel, and I do not think any reasonable person could say Israel is overly pro-Iran.
Nixon, a Republican, pardoned more people(863) than Clinton(396) and Obama(212) combined (608). But as always, do not let reality keep you from claiming things.
