That's a pretty big "besides". He maintained many of the socialistic programs of his predecessors and made no effort to curtail any of them except for a half-hearted attempt at partial privatization of SS, which he immediately abandoned when the going got tough.
Reagan didn't kill all the welfare programs while he had the chance either. It would be so easy to spin the publicity of killing medicare; all you'd have to do is show an elderly woman dying, and Reagan's approval would've been at 1% tommorrow. It's really absurd to ask them to kill medical care to the poor and elderly, or to remove food stamps... etc... they can do that in China, but not in a free country.
(One of the few socialist programs the federal government runs is the post office, authorized by our founding fathers. Welfare is not socialism; it's a common sense alternative to both socialism and free market magic.)
