Usually, someone would call the police if they were mugged, or a purse snatching. A little less likely with a shoplifter, and especially unlikely if the shoplifter is not noticed.
But, you have understood one of my points, it is only reported crimes that are counted.
That is completely untrue. If the crime is reported, it counts as a crime. The offender does not even need to be caught, or even identified. So unsolved murders count as murders, even though the perpetrator was never identified.
There are no cities where suspects are immediately released. Suspects must first be arraigned, which takes a little time.
Extremely rare, but not impossible.
