I'm sorry, maybe you can highlight the specific part in red or something, I still don't see where it says one damn thing about "segregation" or "desegregation!" Individuals acting in a capacity representing government (law enforcement), can and do have the right to deny an individual life, liberty, and due process, if and when they have violated the law. When others rights are going to be affected more so by allowing someone else rights then you get into a grey area.
