In close races, the winner isn't declared for as much as a month after the election. In 2008, in Obama's first election, in Orange County and the surrounding area, long a Republican stronghold in California, 4 of 5 state representative races were reversed due to late ballots, some arriving two weeks after the election, with Democrat candidates winning by tiny, razor thin margins. Weirdly, virtually all of the late ballots were cast for those Democrat candidates.
