We dont know this yet....they might often be people who usually vote but decided that they could not vote for either Trump or Harris, thus they did not think it worth voting at all. I know that I only voted for Trump, I avoiding the rest of the ballot because in my opinion my vote would not matter....in state and local matters the winners were mostly well known in advance....and as for referendums what the voters want is usually ignored/vacated.
