If I included the death rates by "race" AKA culture, there'd be an interesting split with higher suicides among the Euro-American cultures and higher murder rates among African-American cultures. The murder rate difference can be tied to drugs and gangs. The suicide rate is a little more complex.

the first part of the 2nd Amendment is not a prequalifier, condition, or prerequiste. It's simply the basis for why individuals shall not have their right to keep and bear arms infringed.

There are no conditions. Go read the that amendment again, anchovies. It discusses TWO related rights. NEITHER shall be infringed by the Federal government or by any State.
