Alcatraz is not going to be rebuilt. It is a museum and a tourist site. It was closed because it was falling down and taking food and water to the island was prohibitively expensive. Unfortunately, most narcissists aren't suicidal unless trapped and no other choice. Jeffrey Epstein is an example, although I think he had some help in the form of incentive.

It would take multiples millions more to fix Alcatraz then it would be to simply build another prison, in another location and to leave Alcatraz as a profit center tourist location.
