Bush scheduled the vote right before the midterm election, and said he needed the resolution for negotiating leverage. He promised he was still going to try to avoid war. He was obviously lying.
If Bush had scheduled the vote for after the midterm election, and said unequivocally that he had decided to invade Iraq, I doubt you would have had more than a small minority of Democratic senators and representatives vote for the resolution.
He never told the the truth in any of his books. He openly admitted he was merely writing spin and propaganda and not real history. His goal was to promote violence and revolution, like every other armchair Red psychopath who thinks they will get Big Important Jobs in the aftermath.
