There is zero evidence that tariffs or closing the borders will cause manufacturing to return.

American workers demand high salaries and generous benefits. That costs as much or more than tariffs.

Agricultural companies have tried offering high wages for American field workers.

It doesn't work. Americans do not apply or they quit soon after being hired. Picking produce is hard, miserable, back breaking work out in the hot sun. Americans are not willing to do it at any pay level.
