The 75M liability is direct liability... This 20 Billion isn't about that, it is good that it is going to be there, but it does give a limit and assurance to the company that liability will have an end.

The bill raising the liability cap to $10 Billion was blocked recently by Alaska's wonderful senator...

Again, the fund is good, but Topper's "This will make him the hero forever regardless of what happens hereon out!" is total rubbish. This "spill" is likely to continue to cause damage as it continues to pump 60K barrels of oil per day into the gulf that may even be beyond this escrow amount. If the Administration continues to fumble every chance to mitigate some of the damage, this 20 Billion will not be the saving grace of Obama.
