For the most part, it's a handout to the lazy and stupid. There are exceptions. But relying on welfare heavily creates a class of people in a society that become dependent on government and handouts rather than productive citizens. For example, there are cottage industries within the legal system and government agencies that feed people who shouldn't be on welfare into the system because it benefits those operating the system.
