Visa Europe has begun suspending payments to whistle-blowing website Wikileaks ahead of carrying out an investigation into the organisation.
It follows a similar move by rival payments processor Mastercard on Tuesday.
Visa's announcement comes after Wikileaks' founder Julian Assange was arrested by police in London.
Mr Assange, whose website has published secret documents, is wanted in Sweden on sexual assault allegations.
Wikileaks relies on online donations to fund its operations, which will now not be possible using both Visa and Mastercard debit and credit cards.
Not to endorse Visa but I do have a tale to tell.
About a year ago I made a purchase through Pay Pal. The item was promised within a week to ten days. Being a man of patience I waited almost three weeks and wrote the company. Then, I waited, again.
I didn't receive a reply from the company so I wrote Pay Pal and gave them the details and asked for a refund as I understood Pay Pal's guarantee was to reimburse if it was determined a product was not received. And again, I waited.
A week or so later Pay Pal wrote back saying they tried to contact the company but didn't receive a reply so the judgment was in my favor I did not receive my goods and I would be hearing from them shortly.
Great!!

Or so I thought.
True to word Pay Pal contacted me and reaffirmed they decided I did not receive my goods, however, they were not able to reimburse me as they were not able to retrieve the money from the company.
I immediately wrote back with a "HUH??? I'm not sure I understand. What is the purpose of your guarantee?"
You'll notice their site states, "Your order never arrives.
All you have to do is log in to your account and open a dispute to get the refund process started.

Well, the reason they wouldn't issue a refund is they have to get the money from the company involved. If the company has money in
their Pay Pal account then Pay Pal simply reverses the transaction. However, if the company is run by any self-respecting thief they would make sure they transferred the funds out of Pay Pal and into a bank account. So much for Pay Pal's implied guarantee regarding reimbursement. You'll only get your money back if the thief hasn't already taken it.
Well, needless to say, Apple wasn't a happy camper. No goods. No money. Very bad mood.

(Yes, I know this is long but I like to tell the whole story.)
So, I contacted Visa and told them the story.
"Contact us in three day, Mr. Apple", the lady instructed.
Three days later I checked my Visa balance on the computer and there was my refund. Once, again, Apple was a happy camper.
(Almost finished.) A couple of days after receiving my refund Pay Pal emailed me writing, "Visa contacted us regarding your account."

Short. Sweet and to the point. They never mentioned the refund. They never mentioned why Visa contacted them. Nothing.
So, the way I see it is if Pay Pal only issues a refund if they can reverse the transaction with an offending company Visa simply reverses the transaction with Pay Pal leaving Pay Pal holding the proverbial bag.
Just thought I'd pass this on as a public service. After all, Pay Pal advertises itself as a secure, safe way to pay.
Finally, I still use Pay Pal and no hard feelings on my part.
