Yes, U/I rules are another area wherein the system is designed to fuck with the people dependent. But you miss a connection there. You say that the rules are built so a person cannot benefit. From the context, I am going on the belief that you mean they have an extremely difficult time bettering themselves while in the assistance system. And this is true. By why is that? Companies my CONTRIBUTE to the U/I insurance system, but it is the GOVERNMENT that makes the rules, and the rules are build to make it hard to better oneself so they can get out of the system. Considering each and every government assistance system out there is build along these same rules and limitations, can you believe the design of NOT allowing people to better themselves is ACCIDENTAL?Many years ago, when I was collecting unemployment insurance (UI), I asked the counselor if I could take courses sponsored by the government. These were upgrade courses and offered free. Having worked on building mechanical systems new products were being developed and I wanted to stay on top of things such as automatic and remote controlled valves, etc.
Anyway, I was denied so I asked why. It was explained to me that those courses were for welfare recipients only because businesses contributed to UI and business owners were not going to pay for someone's education. Rather than obtain more knowledge and increase my chances of getting a job they'd rather pay me to sit at home. They, the business owners who contributed to UI, didn't want me to get "something for nothing". They didn't want me to benefit.
Benefit. That is the big reason behind those rules you mentioned. It's not about the government wanting people to be dependent on them. It's about not wanting someone to benefit. Assistance is begrudgingly given which negates the goal of helping.
The idea or purpose is to inspire people, to motivate them, to make them feel better about themselves. Instead, it becomes a battle. Those who are supposedly there to help are there to find ways not to help by placing obstacles and hoops for people to jump through.

The connection is that by making it difficult to better oneself while on assistance is EXACTLY what makes it a trap, and INCREASES dependency on government, thus increasing the IMPORTANCE (read POWER) of government. Follow that by the liberal shrill cries of "Vote for us or they'll cut you off and let you starve", and you get the reason it is designed as a trap. It's all about power. That what government types are about.
That's not how I see it.
Regarding UI the government makes the rules but if businesses, being contributors to UI, don't like the rules they won't vote for that government again. The rules were to appease business, not to keep people in poverty.
Just look at the way people regard anyone on government assistance. Or better yet, look at how people feel about paying taxes towards helping them.
It's human nature to want to improve ones life, to have "extras". Either people have physical/mental/drug problems or they hit a stroke of bad luck. Normal, healthy people do not want to suffer and that's the life on government assistance.
The solution is not to stop the assistance. The solution is to find the problem and fix it.
