Washington has successfully banned cell phone driving, first by Initiative in 2008 (as a secondary traffic offense), and then by Congress as a primary offense in the summer of 2010. And, its true, our drivers (at least in Pugetopolis) suck monkey balls. Back in 2000, they made not having a trash bag in your car a secondary offense warranting a fine (no one was really sure why, and it became a "fuck you" offense to offenders who were rude to cops), but that one finally went out of style.
I drive and talk more than when it was legal, needless to say (technically, I didn't own a mobile until about six months before the first law took effect). Of course, I am still permitted to eat, drink, etc., while driving, as a sandwich and a pop are not cell phones.
