This is correct, except there's no 'apparently' in his flying an ISIS flag. After crashing, he opened fire on police and others with a rifle.

The truck was rented from someone else.

Of interest will be, if he is Muslim and what mosque he attended, if any.

The FBI is also saying the terrorist had 4 homemade explosive devices and a hand grenade with him in the vehicle.
