The government can only do so much , it only has so many people and AGAIN it takes TIME to get things done.
AND again it is also setting up for the next storm that is going to hit Tampa a city of over 400,000 people.
I guess you want them to have to wait till this mess is all cleaned up.
AND this last storm was one of the biggest ever.
Things don't get done with a wave of the hand it takes time.

The government can call out the military or the NG to help people. The military has thousand of helicopters. They have lots of generators they have lots of MREs they have lots of high wheeled vehicles. they have lots of tents. This is a HUGE national disaster and needs a huge response. These people paid their taxes and deserve much better from their country.

AND the STATE has the responsibility to do it FIRST and IF they don't do it THAT is when the President needs to step in NOT BEFORE.
If the state is lacks in their responsibility then and only then should the President step in.
