Here is what Biden said:

Biden: "By the way, what you all know but most people don't know, unlike the African American community with notable exceptions, the Latino community is an incredibly diverse community with incredibly different attitudes about different things"...

What Biden has done here is he isolated the black race and claimed that it is inferior to the races of the latino community.

Racism is the belief that a race is superior to another. Biden's racist comment above is quoted here and is not an allegation. He really did say that. It's not gish gallop or propaganda, it's what Biden really did say.
 
It would appear that white is the race that Biden believes to be superior, based on his comment "poor kids are just as bright as white kids". This isn't propaganda either, he really did say this.

It should be worth noting how I exhibit which race Biden feels is superior, and which races he sees as superior. Notice that he really did say these things, and note that his comments are about race. Do you see how this program works? Put these comments up against the test that I have in the "Trump is not a racist" thread: allegations, dismissed cases, gish gallop, secondhand quotes, or propaganda.

Minorities themselves are in a reasonably good position to judge toxic racism.

Joe Biden is going to win about 90% of the black vote, as well as overwhelming majorities of the Jewish, Hispanic, and Asian American votes.

And no matter how much you yelp "Dems are the real racists!", nothing you do is going to change that fundamental dynamic in the slightest way.

Joe Biden has always been half brain dead his entire career. Hes done dirty deals and enriched himself and his kid and hes always made dumbass statements, whether its racial or just in general stupid.

Obama Chose him as his Toke White boy Vice President because he knew how oblivious Biden was and he wouldnt have a clue what was going on around him..

The statement he made about blacks not having diversity wasnt intentional, his intent was to stroke blacks and as usual because hes so fricken stupid and 3/4s demented he screwed it up.

The reason I think this OP is just trolling is because Trump says legit racist things and the Trumpcucks don't care. Biden says something that, sure maybe it's a little insensitive, but no big deal, and the Trumpcucks act like he said something super racist.

Plus, he says these things every time there's a camera on him, which established a pattern. It's like how Douchebag Donald looks like an idiot every time he tweets.
