So your statement that he had made a grammatical mistake was wrong. After a verb of attribution 'that' is usually omitted unless the omission leads to possible confusion.

If there is a chance that it can be confusing to someone with normal to advanced reading comprehension then it is a poorly written sentence. In the example, "the reader is initially led to believe that Aardvark maintains, as in mows, Squiggly's yard." In your sentence, the reader is initially led to believe that Dune is spying through the reader's window. :)
