LONDON, Sept 9 (Reuters) - British employers are facing the most severe shortage of job candidates on record due to the post-lockdown surge in the economy and Brexit, pushing up starting pay for permanent staff at an unprecedented pace, a recruiters' body said.

In a survey which will be studied by the Bank of England as it weighs up the risk of a longer-term inflation problem, the Recruitment and Employment Confederation (REC) said employers were increasingly upbeat about the outlook in August.

But their attempts to hire staff were being frustrated by shortages of staff. BoE Governor Andrew Bailey said on Wednesday he was concerned about getting jobs filled.

REC said a reluctance by employees to switch roles due to the pandemic, fewer European Union workers and skill shortages were contributing to the staffing squeeze.

Farmers say a pilot visa scheme introduced to admit seasonal workers after Brexit has not been sufficient, while broader labour shortages have resulted in pickers with the right to work in the UK being lured away to other sectors.

Now growers are planning smaller harvests for next year, expecting that the balance will be made up by imports. “Many of these businesses have expanded over the years — we are now talking about a potential contraction,” said Tom Bradshaw, vice-president of the National Farmers’ Union.

In 2020 imports accounted for about 84 per cent of fruit and 44 per cent of vegetable consumption in the UK, according to official data.

Energy prices are soaring in the UK; we have moved from very roughly £60 per megawatt hour (MWh) to £120 per MWh since Q1 2021 according to a Guardian article. The whole of Europe is seeing rises (Strom Report July 2021) but the UK seems to have a bigger problem.

What went wrong?
When the UK exited the EU, it did not address the many issues identified in its own plans, where plans existed. The government ignored the EU Commission papers on the topic which identified in detail what risks existed to energy supply and balancing. It is almost as if the Government thought they could just fix issues as they ‘cropped up’ after the amateurish leaving agreement. However they did not actually have the agility or energy to do the necessary grunt work. We elected to be outside the EU Internal Energy Market, even though we rely on key aspects of it. So now we have lost significant control over prices, which is being used as an excuse to use coal fired power stations to balance the grid. And yes, that has just happened in the very year of the COP26 summit.

Boris Johnson has acknowledged that he has altered his views about the climate crisis over recent years, saying, “the facts change and people change their minds”.


“I don’t want to encourage you, but if you were to excavate some of my articles from 20 years ago you might find comments I made, obiter dicta, about climate change that weren’t entirely supportive of the current struggle, but the facts change and people change their minds and change their views and that’s very important too,” he said, adding: “The fact is the UK is leading the world and you should be proud of it.”

As recently as 2015, Johnson claimed “global leaders were driven by a primitive fear that the present ambient warm weather is somehow caused by humanity; and that fear – as far as I understand the science – is equally without foundation”.

He also wrote an article in 2013 suggesting the government should consider preparing for a mini-ice age caused by solar activity, drawing on a discredited theory by the climate denier Piers Corbyn – brother of the former Labour leader. And in the same year, Johnson said windfarms – now a key part of the government’s plan to transition to net zero – couldn’t “pull the skin off a rice pudding”.
