Actually, there are a number of reasons, voter fraud is only one.
Others include
Emphasis on it being a civic duty. You have to put in actual effort and go to a polling place.
Social contact. Same thing. You have to interact with other people
The act of doing the above in public puts emphasis on its importance.
As for voter fraud and such-- If it were up to me, voting would take place over a week. Because we have the internet and other modern communications, those out of the country, on military service, etc., would now vote at a polling place that sends in their vote to the proper authorities in the US. As for the other 98% or so of us, we vote at a in-person polling location.
Ballots could be mailed out ahead of time so you can fill yours out at your leisure. However, during the week of voting you have to deliver your ballot in-person to a polling location where they verify who you are with ID, etc., and then count your ballot. You can get a ballot at a polling station if you need one, but either way, you get one vote, do it in person, and have a week to show up to cast your vote.
That means there are few if any excuses for not voting, if you want to. But, you must be verified as a legal voter and cast your vote in person.
I see all mail-in balloting as ripe for voter fraud. The ballot is out of your and election official's control most of the time. Ballot harvesting and the like only make that worse as now you have third parties handling the ballot. Making mail-in balloting possible over a long period of time also is bad. It is social and intellectual laziness to let people vote months ahead of an election. Things change. The candidates are not fully vetted by the public like they would be if the voting occurred on election day or very close to it. For example, in this election, people can cast their vote before a single debate is held. Trump and Biden having never faced off and you cast your vote. Let's say you watch that debate and have second thoughts or change your mind. Well, you already made your choice and it's still months to election day.
Voting by mail smacks of the sort of crappy laziness that permeates society today. It's the stuff of your average high school students and other uncaring and uninvolved parts of society. Why go for intellectual and societal laziness?

Elections are governed by the constitutions of the States that conduct them, and, for the President, also by the U.S. Constitution.
In many States, mass mail in voting is unconstitutional. Here in Washington State, where I live, mass mail in voting is constitutional, but it has had and continue to have problems with fraud because of it.
