The humor here is that Trump don’t give a rat’s ass about the Constitution nor what it says, Stevie is overestimating that Trump even knows what is in the Constitution, but Trump does know that his boys on the SCOTUS will define if any way he wants it defined.

And that doesn’t even matter, if Trump wants to stay at 1600 Pennsylvania Ave in 2028, he will, who is going to stop him?

No, and he won't. But that doesn't mean another Trump family member can't run although I think 2028 will see Vance take over..
