For example, Ottawa sells hydroelectric power to the US at about 60% of what customers pay for US generated power. If that market disappears, the Canadian suppliers have no other market. Same thing with charging a toll for the Al Can highway. The US might turn to using shipping instead leaving Canada with nothing.
Is this all very risky? Sure, it is. But Canada isn't holding a strong hand here, they need US trade where the US can survive without Canadian trade.
