For example, if you grind basalt into a powder and use it instead (sometimes called rock gardening or rock mineral fertilization) it does the same thing as potash.

Not completely true. If you use hydropower to replace other generation, then those other power plants sit idle. Depending on exactly what they run on, this could be very expensive to do. For example, idling a large coal or nuclear plant (yes, Canada doesn't do nuclear but that's not the point), it takes weeks to shut it down or bring it fully online. That can get expensive. Usually, it's just better to not produce the hydropower and idle that plant. The exception would be natural gas using diesel or gas turbine prime movers. These can be brought on or offline pretty quickly.
Either way, the loss of revenue from power sales to the US will hurt Canada.
Potash is relatively easy to manufacture, the major ingredient is ash, preferably wood ash, but coal fly ash will work too.
