Byrd feared that he might not get to play Clint Eastwood if he didn't take matters into his own hands, so he shot an unarmed woman who wasn't doing anything in particular.

Except, Byrd gave no warning(s) and that's clear on the video. There were no members of Congress anywhere near her location. Byrd did not follow federal use of force guidelines as required by his training. Worst of all, once he shot Babbitt, he fled the scene and admitted that during debriefing about the shooting.

Name a situation where a police officer can shoot a suspect then simply walk (or run) away from the shooting like Byrd did.
