Byrd did not follow federal use of force guidelines as required by his training. Worst of all, once he shot Babbitt, he fled the scene and admitted that during debriefing about the shooting.

Name a situation where a police officer can shoot a suspect then simply walk (or run) away from the shooting like Byrd did.
