The current war isn't "illegal." You might vehemently disagree with it, but it isn't illegal. The money being used for it, beyond normal operating costs of the military is really trivial compared to say what's paid out already a year in Medicaid / Medicare benefits for example. So, you are starting with a drop in a 5-gallon bucket of needed funding.

Congress gave the President authority to conduct short wars, or even start them under the War Powers Act.

Aside from that, as we know from LBJ's time in office, a President can blatantly lie to a friendly Congress and get a resolution for war passed (the Gulf of Tonkin Resolution) after using the War Powers act.

The president would now need to routinely consult with Congress for the duration of the conflict. The resolution is considered to be a critically important bill in reestablishing congressional capabilities. As of March 2026 the War Powers Resolution Reporting Project lists 132 times presidents have submitted "48 hour reports."

Except they're heavily regulated to the point where they are virtually impossible to build in California.


They are generally classified as ADU's (Auxiliary Dwelling Units) sometimes called "Mother-in-law" houses or "She sheds." Most homeowners aren't going to put one on their property with an existing home because as a rental it devalues the property to most buyers.
