Basic needs like food, clothing, shelter, education and healthcare ARE human rights...and in a country as wealthy as ours, should be guaranteed for EVERY individual.

The money being used for it, beyond normal operating costs of the military is really trivial compared to say what's paid out already a year in Medicaid / Medicare benefits for example. Congress gave the President authority to conduct short wars, or even start them under the War Powers Act.

Aside from that, as we know from LBJ's time in office, a President can blatantly lie to a friendly Congress and get a resolution for war passed (the Gulf of Tonkin Resolution) after using the War Powers act.
