The current war isn't "illegal." You might vehemently disagree with it, but it isn't illegal. The money being used for it, beyond normal operating costs of the military is really trivial compared to say what's paid out already a year in Medicaid / Medicare benefits for example. So, you are starting with a drop in a 5-gallon bucket of needed funding.

Aside from that, as we know from LBJ's time in office, a President can blatantly lie to a friendly Congress and get a resolution for war passed (the Gulf of Tonkin Resolution) after using the War Powers act.

They are generally classified as ADU's (Auxiliary Dwelling Units) sometimes called "Mother-in-law" houses or "She sheds." Most homeowners aren't going to put one on their property with an existing home because as a rental it devalues the property to most buyers.
 
At some point, we must all acknowledge that some day soon...there will be so few jobs humans can do productively enough to pay them a "living wage" for doing it, that...that the notion "one must earn one's living" HAS TO BE DISCARDED.
