You don't suppose gun dealers are doing that now do you, seeing that they've got plenty of incentive to do so.

gun dealers are required by the ATF to track ALL inventory................so there is no way a gun dealer can sell under the counter

gun dealers establish their entire income on their inventory, so private sales are rare, if ever, an issue. Private sales, actual private sales........for example between me and someone I meet at a gun show are just that. a private sale and should not involve government in any way, shape, or form
