The fire department is ran by a municipality dip-shit which is equal to it being a "public" not a private enterprise! Saying the fire department is a municipality is simply saying it is funded and ran by the city of South Fulton.

As a rural firefighter myself (Damo might add something esle later) we respond to any fires whether they have paid the fee or not (ours is $25 per year) but if they haven't paid the fee they receive a bill from us, $150 for grass/brush fire, $500 for structure fire. Now some of the folks pay the bill and some don't, but if they do have insurance, the insurance company pays the bill. Then the insurance company requires the homeowner to pay the rural fire fighting fee from then on. The situation described here is pretty extreme to me.
Ours is a fire district, everybody pays as the payment is levied with their property taxes. They do get a bill for ambulance service if we do more than show up and slap a band-aid on them. This makes homeowners insurance lower as we are level 5 response (almost unheard of in an area with no hydrants where we have to relay water), which again lowers the insurance rates of people in our district.

Now, in a special district some people can voluntarily "opt-out", those who do that would be charged a fee for our response.

Pay for service fire departments are fucking stupid. At the very least, the fire department should have put out the fire and sent him a bill which, if unpaid, allowed the local government to put a lien on the property. Letting a house burn to the ground for $75 is fucking stupid, particularly where the fire department shows up to the scene protect the fee-paying neighbor's house.
If there were people to save the fire department would have responded then billed him. Since it was just stuff and the man himself felt no need for fire protection and he chose to opt-out of the system...

There are consequences to the choices you make.

Ours is completely a volunteer department funded only by dues and community dinners - 3 per year. We do receive a small state operating grant created just for rural fire departments ($2000 per year) but that is all. When they organized the board back when I was 15 (and present..community minded from youth here) they discussed this very situation. The scenario I described was exactly what they came up with and it is still in place 29 years later. It will change this year.

I don't really see why a State can't just organise fire cover for it's entire population. Does every State operate like this or does it vary?

Fire protection is a local government thing. Usually formed as Special Districts they collect property tax and fund their fire fighting force.

In this case it appears as if they chose to do it as a "community" where people would pay a fee to have that insurance, this person chose not to be covered. I'd support the right of stupid people to act stupidly every day. The fire department showed up to protect those who had paid for their insurance. Had there been lives in danger they would have responded appropriately (the house still would have burned).
