No. The problem isn't that someone is charging the E-bike. It's that the E-bike battery design is defective and causing fires.
 
Just ban the cheap Red Chinese crap that can't get UL approval. As for Darwin Award winning dumbassery, don't know of anything that can cure that except death. The Samsung battery on my Velotric is over 3 years old now and neither it or the charger even get warm. I charge it outside anyway, so don't have to risk setting my house on fire.

Love my ebike. I can run a quick errand, usually faster than my car, and the car sits in the driveway with the fuel gauge and odometer unchanged. I ride it to work (5 miles) and it takes about 5 minutes longer than by car. I can get to my favorite hiking spots, do my thing, and return with no fuel burned.

Works great.

I've done a little research and it seems most of the fire problems come from the lower-end Chinesium-made ones.
